The Australian aged care system is going through one of its biggest reforms in decades — the introduction of the Support at Home Program. Under the current HCP structure, there are only four package levels. The new Support at Home model introduces eight ongoing levels and two special pathwaysRestorative Care and End-of-Life Care. This ensures that each participant receives care that’s accurately matched to their health and lifestyle needs.

2. New Service Categories

All available services will now be divided into three main categories:

  • Clinical Care – Nursing, medication management, and allied health support.

  • Independence – Personal care, transport, respite, and social support.

  • Everyday Living – Domestic cleaning, meal preparation, and gardening.

This structure helps participants better understand what their funding covers and how to choose the right mix of services.

3. Easier Access to Assistive Technology

Under the new program, participants will have quicker access to assistive technology and home modification grants. This means equipment like walking aids, rails, or ramps can be obtained faster, making homes safer and promoting independence.

4. Changes to Costs and Contributions

One of the most significant updates is how costs will be shared. Clinical Care will remain fully government-funded, while services under Independence and Everyday Living may require a small income-based contribution from the participant. There will also be a lifetime cap on these out-of-pocket costs to ensure fairness.

5. Simpler Access and Assessment

The government is introducing a Single Assessment System, making it easier for people to apply for and manage their care. My Aged Care will continue to be the main entry point, but processes will be more straightforward and transparent.
